In the case at hand, the Landlord had sent to the tenant the rental increase form via e-mail address through a platform that shows that the tenant opened the e-mail (it did not confirm that the tenant downloaded the pdf though). The tenant later asked the landlord for a paper copy of the rental increase, but the landlord didn’t provide one believing the e-mail was sufficient. The tenant then refused the rental increase many months later.

As July 1 approaches, the number of tenants leaving quietly increases sharply. As a landlord, it is important to know the rules surrounding abandonment in order to avoid unfortunate decisions that may have financial and possibly criminal consequences.
Article 1975 of the Civil Code of Québec defines the notion of abandonment.

This TAL decision relied in part on the Charter of Human Rights and Freedoms to render the clause prohibiting animals unenforceable, and only in a very specific context. A new law adopted in California now requires that all rental units be equipped with a refrigerator and a stove.
Under this legislation, these appliances are considered mandatory services, just like heating and running water.
